Hurdles in roofing terrace slum

We reside in Mumbai Slum Area. Its 1+1. Ground floor owner and first floor owner are different. We have water leakage problem and wants to put roofing on terrace at a height of 6-8 feet. Ground floor owners are creating hurdles and complaining the BMC and Police. Can anyone explain of it is legal as its been since many years.

As there are only two owners amicably solve it. Otherwise, send a legal notice to him and then file a suit consulting a lawyer.

You should hive notified the other owner in the ground floor about this before commencing it.
You can apply for permission from BMC for this after which the ground floor owner cannot object.

It is better to settle amicably, it is not a big issue until ego of someone is hurt.
