Illegal possession of govt. property for person use

A person constructed Sever Tanks (Latrine Dip) on the road and the same person constructed a wall on the main road of the village.
Several requests/complaints enclosing pictures of these illegal constructions, given to local police station, SDM, DM and SSP also, but no action has been taken by these authorities.
What can be done against that person, please advice.

Gram Pradhan replied that he cannot help in these matters, if he receives any order from upper level than will decide to take any action.

First of all you have to give a complaint to Gram Pradhan and Municipality and concerned Ministry. If they do not take any action, you have to file a writ petition before the High court of A.P. against them and also the encroacher.
Simultaneously, you can also file a civil suit against the encroacher along with writ petition.
Then the High Court orders for demolition of the illegal encroachments directing the municipalities to demolish and also directs the Police department to give police protection, if necessary.

If the matter concerned is causing nuisance you can also move to SDM u/s 133 of Cr PC.
