Import of cosmetic goods for consumption.

If i have to purchase any goods(cosmetics) from foreign country say for eg. from HongKong then is there any limit on import but the payment is made from India only.

You shall have to pbtain license for this purpose and there shall not be any limit thereafter.

By paying relevant taxes, you can import of cosmetic goods for consumption as personal use.

Yes,
from the limited info in the query , i agree with Mr.Barman that the intended import transaction looks like a commercial one. If that be the intention, the importer has to complete the prescribed formalities and deposit the duties/ taxes at applicable rates for going through the transaction.

If you want for usage of commercial purpose you need to have an EXIM no. and all relevant clearances.
