Importance of rdo enquiry

Wife commits suicide within 7 years of Marriage - Initailly POlice registered the case u/s 174 Cr.P.C and referred the case for RDO enquiry. Even before the RDO submitted his findings the, Husband along with his parents were charged u/s 498(a) & 304(B)IPC. by the police.
Question
1. Should the charges be framed against an Accused only on RDO findings or the RDO findings will be treated seperately.?
2. In case if the RDO findings are against the accused then after filing FIR will there be another Investigation Officer (from the POlice Dept) for conducting the case.?

police first filed FIR after that once get RDO report than filed charge sheet. this is a procedure.

FIR is first information report whereas chargesheet/final report is out come of investigation which may include other provision of law also which were not included in the FIR
