Is there any provision in Code of Civil Procedure which empowers the Court to impose costs on the Counsel?

no such provision to impose costs on counsel . generally costs are imposed on parties wherein they keep on taking adjournments

No! there is none yet it can be not only imposed but has been imposed too.

yes, there is no provisons related to it in civil laws.

Order 32 rule 2 and rule 5 (2) of the C.P.C are provisions which enables court to impose costs on counsel.
