I think you have mixed up two different provisions of law, i.e., Section 19 under POWADV Act and Section 125 of Cr. PC. However, execution is maintainable in both cases

Whenever there would be an authority to mandate there would also be an authority to enforce it.the two things are so embedded.Sections are immaterial.
