Inactiveness of delhi police against my fir.

There was an incidence of theft of jewellery with us at Rajeev Chowk Metro Station on 2nd Nov, 2012. Immediately on the same day, I lodged an FIR with the police. But the police knowingly remained idle for 4 days and did not even forwarded the request to DMRC for CCTV footage even. This way they unnecessarily wasted time.
Getting annoyed with the attitude of the Police, I started enquiring through my own sources. Then, I came to know that there is a specific lady gang, who is creating nightmare for the passengers. I have informed the police in written about it, however the Police is not willing to take any action at all. They simply say that as per their record there is no such gang who is operating in Delhi Metro.
In fact, they have handled the case in such a way, that it has become almost untraceable now.
Now, I want to know what are the legal options available with me. Should I take the police to the consumer court for not discharging their duty and violation of my consumer rights.
Is there some better option available for me.

You are not consumer of police as you have not legally paid and hired its services for your own rather this is a constitutional right of the citizen to have his life secure and State is bound to protect its citizens from all incidents.
You in the given facts can make a complaint to higher police officials, media and can even file a private complaint before the local judicial magistrate in Patiala House Court which falls in the area of Rajeev Chowk Metro Stn.

1) If you have already lodged FIR then mark a copy to higher ups of Delhi Police after which file an application u/s156(3) praying for direction upon the police to inveatigate & act based on your FIR/complaint,
2) Police will now act based on Court's order.
