Any person other than a chartered accountant who wishes to practice as income-tax practitioner has to make an application in Form 39.
The applicant must have completed at least one year of practice before the income-tax authorities.
The applicant should possess qualification as prescribed in sub-section (2) of section 288.
The applicant should mention three cases where he has appeared before the income-tax authority. He may mention even cases where he may have appeared as an assistant or junior to another authorised representative or counsel.
The application should be made to the Chief Commissioner or Commissioner having jurisdiction over the area where the applicant has been practising.

Further there is no bar to act as ainsurance advisor you can carry the business of insurance.
