Sir,
As third party I require the information related to service book records of a Govt. Employee who got the service on compensate ground and certified documents related to date of birth, educational qualification. Can I get the service record books and desired documents of the said official from the parent office of the person under RTI Act, 2005? On what grounds can these records be taken from the parent office?

Just make an application. you are not required to provide any ground to get information.
The PIO shall have to furnish information.

Third party information clause cannot be invoked if applicant states his intention to expose some ill deed of public servant.
