Can a District Court Judge pass a stay order before resolving the jurisdiction issue of that court and Arbitration?

Sir.

Its a case regarding an illegal allotment of covered car parking against the concerned society officials.

we have filed a suit for this in a District Court in Delhi.

we missed the arbitration clause during filing the case now the defendants filed for dismissal of suit.

we want a stay for that particular parking since according to the draw of lots . we are the real owner of that flat according to the draw of lots but the society authorities are not working accordingly.
we are looking for relief. if it ahs to go with the Arbitration proceedings, we want a stay for that parking.
