Inquiry of encashment leave

Hi
My father worked in institute for 28 years and got retirement in 2016.
but the Institution has denied to pay the Encashment leave money so how i file a complaint against them ??
please give me procedure how to file a case and in which court .

Any service benefits need to be claimed on time and it appears barred by limitation. You can consult a lawyer handling service matters with all proof on making timely claim for encashment so that he can take up the case legally after issue of legal notice.
