Insights of sc ruling over car parking

There is a recent ruling from SC that a builder can't sell the Still Car Parking to Flat owner as it is open sapce, but will this be applicable, post ruling or also pre ruling (I mean is it also applicable to flat owners who have already purchased the Still Car parking before this ruling, whether they will have to vacted there parking)

The judgement's ratio decidendi is applicable to each and every case where right to sue is not barred by any limitation law.
