Institution is not standing by the promises it made.

I am in a hostel and paying 1.1 lakh every year.
The institution promised us
1. A Single AC room
2. with refridgerator and TV
But it now says that winter has started and
AC's would be shut down till further notice.
They did not even give me a single room.
Now, I am sharing my room with another
person.
In the year 2008-09 they shut down the AC's from November till April.
Our one year starts in August till May.
They are repeating the same again.
What can I do regarding?
Can anybody suggest a legal procedure.
The authorities concerned in the institution never respond to our(students)
question regarding.
I have the website content attached to support the institutions claims.

Write a letter to hostel authority about your grievances. If they failed to redress within reasonable time, then send them a legal notice through a lawyer for deficiency of services. If still they fail, file a case under Consumer Protection Act, 1986 with the aid of a Lawyer.

How can I support my claim in a court. Like I have to submit some documents proving that these are happening in the hostel right?
What if the institution says the students never approached us regarding.
