Intention to buy a gifted property

Is it possible to buy a property in India from an army personnel to whom land was gifted by the government of India? I am confused on this subject and seek sheer advice and help from the experts on this website as I trust the content and the members here.

go through the provisions of gift deed or the allotment letter issued by Govt of india

If there is a clause in gift deed about transferable right it is possible.
Thus it depends on the nature of right given on such land by govt.
