Intercountry family adoption

Respected sir
Am very thankful to your goodselves as you have guided me in the family adoption as per hague convention
But sir my question was different . Will you please guide me?
My question is * when there is intercountry family adoption is took place is it mendatory to fulfil all criteria as per the hague convention??
