If yours is MTNL, give a written complaint at the consumer center of your locality. If it is Reliance or any othe servcice provider contact their customer service centers.Rushing to the consumer forum for such a small matter is not advisable.

There are several Internet Service Providers in India. Please intimate which of the ISP has barred your service and from which date to which date. Sometimes there is temporary interruption also due to cable theft etc. You can contact the Customer Care Centre of the ISP for solution. If the problem still persists, you can go for Consumer Forum and ask for damages also for disservice. However, if you have got the service disconnected at your own, you can contact the concerned Accounts Officer for refund, if the case relates to MTNL or BSNL. For other ISPs, you can lodge complaint with the Customare Care centre of the ISP.

by contacting the customer care, tell your problem and also tell him that I will not pay any bill which were provided after disconnecting service.
If they refuse to accept your request then after file a case in consumer court
