i know a person who is unmarried & insane but who has a large amount of agricultural land in his name which gives verygood income, now this person was living with his elder brother now his elder brother has expired, we fear that his elder brothers family might make a will of his property in their name and do some harm to him,or let go of him, so to protect his rights can this suit be filed,and who should file this suit.

This fact you should have first revealed. Then asked your query. Therefore, with your limited understanding of law, you should not ever try to ask about something which you do not know.
Even in this post, you have not revealed, whether the person mentioned by you is a Muslim or what.
In any case, if his insanity is true, then no one can dispose of his property or divest him of his property without the intervention / permission from the Court.
If any such thing happens, then one should file a complaint with the Police, who will then take up the matter, investigate and lodge a case in case of need.

Why you agree too much Aks ?.
If he is insane,get a guardian appointed by court proving his insanity,then only guardian
so appointed can deal with his property under orders of court.
