if a person makes a normal police complain will it be converted into fir?

generally they avoid to register unless offence is cognizable and serious as it hampers their own ability.

Every cognizable offence of which a complaint has been made to a police officer is required to be converted into FIR as per verdict of Hon'ble Supreme Court of India but there is no requirement to convert if the complaint do not constitute non-cognizable offence rather the same is required to be registered in Daily Diary of police.
