Issues related to passport

I have applied for new passport with following documents:
1. Ration Card- As proof of my present address.
2. Secondary admit card- As proof of my date of Birth.
3. Notary affidavit- As proof of my place of Birth
4. PAN card- As proof of my identity-
5. Electricity Bill - As proof of my address
6. Pass certificate of my highest qualification-
7. Bank Pass book-
But the State Intelligence Branch Says that Birth Certificate and Voters' ID is mandatory. I don't have both. My year of Birth is 1976.
Now the status page says:
"Police Report is incomplete and the case is being examined"
Can you guide me in this regard.

It is mandatory to produce the documents shown in the list with the passport application.

Voter ID is not mandatory. ask them to give a letter for the status.

voters ID can be got prepared at any time with the help of ration card and date of birth can also be got entered, if not already entered in municipal record as per Birth & Death Registration Record rules so fulfil these requirements. If affidavit to this effect is filed that birth of the applicant was no where entered by minicipal authorities then school record is also treated as genuine.

I have submitted the documents mentioned along with the application and passport office accepted it. It is only the SIB who are creating the problem, are they trying to harass me to fulfil some vested interest? I was born in the year 1976 and i think as per rule anyone born before 1989 do not mandatorily reqd to submit birth certificate. I believe I have submitted enough documents as stipulated by MoEA. Please help me to get out of this nexus.

thanks for taking so much of pain at this late night for one you do not know even. can you please advise how can I get the birth certificate? The nursing home where I was born no longer exists and I even do not know whether they had issued any certificate or not. I had given one notary affidavit along with secondary admit as age proof which the SIB rejected. As per them the affidavit can be cooked by giving very nominal amount of money to any lawers.

Make a declaration before the SDM/ ADM of your area and make it publish into two local newspapers and then produce the same to the SIB and after that make use of RTI for the same. Dont forget about RTI, bcoz it will teach them a lesson for not adhering to the rules and regulations for procuring Passport.
