Joining of new psu without noc fron previous psu.

Dear Sir
When I was unemployed, I appeared in the interview of two central govt. PSUs {let the name of PSU be ‘X’(Miniratna Company) and ‘Y’(Maharatna Company)} and got selected in ‘X’. I had joined ‘X’ with all the basic formalities by signing the bond for serving at least 4 years and if failed to serve, I have to return 03 month salary and many other conditions. ‘X’ has issued my joining letter after some days of joining, but after 20 days of joining I had also got selected in ‘Y’ also. I had decided to join ‘Y’ and resigned from ‘X’. Since without NoC from previous employer I was not supposed to join ‘Y’, so I had decided not to disclosed my previous employer detail in attestation form because I am not having NoC from ‘X’. I had completed one month in ‘Y’. My query is that, if by any means ‘Y’ came to know about my previous employment with ‘X’, can any action against me will be initiated?? Or could I submit NoC of ‘X’ after few months, because ‘X’ will issue NoC when I will pay 03 month salary as per T&C of bond. What will happen if I will submit NoC after any action against me???

Mr. Atul,
Part of the fact may not get you appropriate solution. You have not provided a very crucial information, whether you resigned or not from PSU (X) before joining PSU (Y), if NOC was not granted by PSU (X).
If you resigned, nobody can harm you. But, if not resigned, you can be charged with the offence of double employment, as you would also hve been shown on the rolls of PSU (X) in addition to Y, irrespective of the fact that you may not be drawing any salary from your previous employer. In addition, your previous employer would also be free to initiate disciplinary action against you for your unauthorised absence.
Once dismissed from service on account of your offences, you would not be eligible for any Government or PSU job.

Agree with the expert PS Dhingra ji.
PSU y can start disciplinary proceedings as you have suppressed material fact while joining the service.
You have mentioned that you have signed many documents containing various conditions while joining PSU X, without going through the documents nothing can be advised on this.

If you resign before the minimum period of service, you have to buy the notice period. Without that if you join in new company, that too suppressing that, you are inviting problem.
Talk to your seniors, sort out the issues amicably. They will help you.
