The landlord can not disconnect the water connection even if you are defaulter in making payment in that account. Lodge a police complaint first and then apply in the court for restoration of supply.

There is no leag l bar to pursue both the proceedings and most importantly the court does take into account the police complaint while passing appropriate order in context of water connection disputes.

Disconnection of essential supply is criminal offense and specifically provided in many state rent acts.
You can get new connection while persueing legal remedies against landlord.

These provisions are covered by local rent laws.U have not stated as to which state U belong to.
As far as separate water connection is concerned,it is next to impossible as I am ignorant of any Municipal law which allows multiple water connections to the same premises, especially to accommodate an erring tenant.
