Language of NOC from Criminal Court to obtain a passport

Dear Members,

I am interested in getting the Language/format of NOC in which Court Gives NOC as is required under point 17 of Passport Application.

Can any knowledgebale member help?

i. To issue the NOC to any applicant is fuction of the exicutive authority?
ii. Criminal court in which provision issue that NOC.
you may apply for NOC to the D.M. ( they call all police station reports on your application as required).
