Late salary and release order

Sir/Mdam
I am a geologist working in Geological Survey of India, Ranchi. Except me all others in my office got their salary for May 2014. Already given complaint regarding this to concerned ministry and other higher authorities. I received salary for May 2014 only on 24-6-2014. Due to some problem in office (mental harassment) I was on leave from 3-10-2014 to 5-5-2014. Till january 2014 I have leave and after that EOL. I have joined service on 1-10-2010.
By an order I have been transfered to Kochi with effect from 1-10-2013. I also received a letter (on August 2013) from Head of Office that I will be released after completing the official work. But my transfer has deferred pertaining to submission of an official report. The report was submitted in November 2013. But again my transfer has deferred till further order. This I have also conveyed to concerned ministry. What does it mean? Why my salary delyed? When I will get a release order? what I should do? Kindly reply me.

You are required to develop healthy relationship in your department. It seems there is lack of faith in your office regarding your long leave. It shall be better to introspect instead of further deteriorating the atmosphere otherwise also you have already been granted with your salary hence there is no requirement to agitate further.

Last four years I have been facing mental harassment at the office. Although I have given complaint regarding this to the Head of office, nothing happened. And problems are continued uninterruptedly. That is why I have approached concerned ministry. They have also conducted a vigilance enquiry against me. They have not granted leave even for my marriage (in 2011)and a memo issued for that. Moreover I am getting different amount of salary in each month for the last four years. I found out this recently. They never issued a salary certificate. Recently I managed to get one. My transfer is deferred just for harassing me mentally. What I should do to get my release order. What I should do to get my lost money?. Please help me. If I didnt do anything again the office will delay my salary.
All these problems are happening with the consent of Head of office and that is why he become silent spectator.

Transfer is the right of management and not of employee. Management is to decide where the services of an employee are to be used. if you have been transferred or your transfer deferred, subject to rules, you should not complain.

You have been approaching higher authorities, definitely it displease seniors and they take steps to harass you with in rules and powers with them.

Try to develop trust and mutual understanding, be diplomatic and enjoy your service.

Legal steps are time and cost consuming and should be taken when no other alternate left.

You have not mentioned the reason of such discriminatory attitude towards you. It is very painful to know that you ha even been denied for the leave on the occasion of your marriage. There may be very serious allegations against you otherwise none is treated n such a way in Govt. sector.

Since I joined in GSI the problem exists. All official reports have submitted. Didnt receive salary properly. Already complained to concerned ministry and other higher authorities.
I am a Group A officer and in GSI, from geologist to Director General are Group A officers.

The reason of discrimination as told by you do not seem proper for making such discrimination and even denial of human rights. Much is behind the curtain.
