Sir,
I have some Query :
1) whats the procedure to form a Law Firm?
2) Do I need to inform State Bar Council or Bar Council of India?
3) Procedure?

Why you want to know all these procedures as you are not a lawyer?
There is no need to inform to the Bar Council of either state or BCI. You can get registered your law firm with the registrar of the firms.

Sir, I have completed my LLB this year and also appeared AIBE held on 9th Dec 2012.
I asked the above query due to curiosity.
And also wish to form a Law Firm in future.

and

I also want to ask a question regarding the provisions relating to Law Firm or Partnership firm of Advocates. In which Enactment or Rules I can get the information regarding my issue?

You can form LLP but first of all do practice for some time and only thereafter yo proceed in this matter.
