Bihar has become the first state in the country to enact laws for regulating coaching institutes.
In the wake of the violent protests by students charging the coaching institutes with duping them, the state government introduced the Bihar Coaching Institute (control and regulation) Bill 2010, which was adopted by the state assembly with voice votes on Tuesday evening.
According to state human resource minister Hari Narayan Singh, now it would be mandatory for all the coaching institutes to register themselves with the government which will be renewed every three years.
The coaching institutes would now be required to provide to the students a prospectus with course structure, fee structure besides qualification and experience of the teachers.
But any one teaching less than ten students would not come under its purview, Singh said.
It would be mandatory for the coaching institutes to meet the infrastructure standards and ensure transparency, the HRD minister said.

Patna: After following a soft approach towards coaching institutes for years, the Bihar government has decided to come down heavily on them. Bihar is the only state in the country to come out with an act to control all coaching institutes.
Now, students will have to pay fee in three installments to coaching institutes instead of paying fees in one go. In this regard, the HRD Ministry has given directions to all district education officers to take action against those who flout the rule.
According to Chief Secretary Anjani Kumar Singh, even after a year of implementation of the act for keeping a tab on institutes, coaching centres in various districts were not registered.
Under the act, the coaching institute having more than 10 students should have adequate infrastructure. Apart from enough space, the institutes should also have clean toilets and first-aid facility for the students.
The coaching centres should also publish a prospectus enlisting course curriculum, fee structure and qualifications of the teachers. This will give a clear picture on the quality of the institute as well as the fee structure.
