Lbt on registration and stamp duty paid before 31st mar

Hi ,
I have paid registration and stamp duty for a resale flat on 26th of March .
Due to non issue of Bank loan , I am not able to do the Sales deed agreement.
Now when inquired ,it is told that there is no letter from the state government on handling this .
DO I need to pay extra 1 % before agreement as stamp duty ?
Any one knows when that letter for the gov can come , which confirms that those who paid registration and stamp duty before 31st ,need not to pay extra 1 % ?
Please help.

Your query is not clear.
If no agreement is signed then where is the question of payment of stamp duty.

There is no such letter. Otherwise also the Stamp Act rules are different from State to State. Get enquiry from local registrar office.
