Licensor can send a Legal Notice to the Licensee,failing which licensor can file a suit for Eviction of Licensee on reasonable requirement ground in Civil Court.

The Leave and License agreement has no special right in KOlkata or whole of WB.
It is treated as Tenancy Agreement only and either party has every right of legal recourse as the WB Premises tenancy Act provides.

If you mention the problem out of it, further advice can be given.
