Respected Sir/Madam,
1. I am employed as a clerk in Central Govt. I have doubt regarding leave rules adopted in my office because they deduct 1/10 of Earned leave in next half year if leave availed in case of no credit in leave account.
2. For example, a employees who availed all leaves i.e CL,EL, and HPL available in his account and thereafter applies for two months leave and granted by sanctioning authority. What will be the effect of such leave (two months) on leaves like EL which will be afforded to him in next half year?
3. Is there any type of leave available (on medical certificate or without) which will not reduce future leaves which will be afforded in leave account later.

A very vague query!!!!
Study CCS (Leave) Rules to remove your doubt. Otherwise clarify, what type of leave is granted that too for 2 months, when no leave due to the Govet. servant. Also intimate who is that wise officer working in which office, who grants 2 months leave without any kind of leave being available at the credit of the employee?

apparently you were granted EOL without pay. SUch leave amounts to deletion of the said period from service for all counts except for pension/gratuity.
as per you description you were given this leave for 2 months so reduction of 6 days EL for next year is valid decision of the admin.
The increment will also be postponed.

Dear Sudhir,
Probably, you have not guesed the query to be vague from some student, when he does not know what nature of leave he applied for and granted for such a long period. Moreover, he has not mentioned, how much service he has rendered to enable the experts to know his eligibility of which type of leave.

3. I have completed my probation period & already read CCS (Leave) Rules.
4. My intention to ask this query is that i want to take 4 months leave without pay for last preparation of UPSC.
5. Am i eligible for 4 months EOL without pay on private affairs?
6. What will be effects of such leave on my service if granted to me on private affairs? (including future leaves)

YES. IF THJE LEAVE SANCTIONING AUTHORITY IS READY TO SANCTION AND IF THEY CAN AFFORD YOUR ABSENCE FOR SUCH LONG PERIOD.
6. What will be effects of such leave on my service if granted to me on private affairs? (including future leaves)
YOU HAVE ALREADY BEEN TOLD. NO POINT N ASKING THE SAEM QUESTION AGAIN. THIS FOUR MONTH PERIOD WILL BE TREATED AS NULL AND VOID FROM SERVICE.
YOU ARE NOT GETTING ANY LEAVE CREDIT FOR FOUR MONTHS THAT MEANS ON NEXT 1ST JANUARY/JULY ADVANCE LEAVE CREDIT WILL NOT BE 15 DAYS RATHER IT WILL BE ONLY 5 DAYS.
YOU WILL GET NO SALARY (BP+GP+TPT+DA+HRA) BUT YOU WILL HAVE TO PAY CGHS CONTRIBUTION BECAUSE YOU CONTINUE TO GET CGHS COVERAGE.
SINCE THERE IS NO PAY NO GPF WILL BE DEDUCTED BY CGIES WILL HAVE OT BE PAID WHICH ON RECOMMENDATIONS OF 7 PC MAY BE 1250 P.M. IN YOUR CASE BECAUSE YOU ARE GETTING INSURANCE COVER.
DURING THIS PERIOD YOU CAN RETAIN GOVT QTR IF ANY BUT WILL HAVE OT DEPOSIT LICENSE FEE.
NO PENSION OR GRATUITY SHALL BE PAYABLE FOR THIS PERIOD.
BUT THIS ABSENCE SHALL NOT IN ANY WAY AFFECT (I) SENIORITY (II) QUALIFYING SERVICE FOR PROMOTION (II) PRIORITY FOR GOVT ACCOMMODATION (III) LENGTH OF SERVICE REQUIRED FOR GPF WITHDRAWALS
7. Sir, Please suggest the way keeping in view the circumstances.
