Leave register

Is it necessary to maintain a leave register, even if Employer is giving Leave Encashment to its employees equivalent to 30 days every year ?

We deduct for total leaves taken (without giving Leave Benefit) and pay the salary every month. At the end of every year, we pay the Leave Encashment (Privilege Leave & Casual Leave) with following formula:

Total wages earned in the year/ 12 months = Leave Encashment

1. Whether this Leave Encashment Formula is correct ?
2. Whether we have to maintain a separate Leave Register ?

You should maintain the separate leave register and should maintain the record of leave in consonance with the relevant rules which prescribe that specific leave should be granted to the employee per year and his balance of un-used leave should be carry forward so that he may use them as and when required and he should be given the benefit of encashment at the fag end of his retirement as per rates prevalent at that time subject to maximum 300 as are in vogue on today.

I suggest this way:
1] Leave Register must be maintained. It is also a statutory requirement.
2] Any casual leave balance at the end of the year can be added to his Sick leave, increasing it upto 100 days. No one know, when he need long sick leave, so it will benefit workman/ staff. other SL can be accumulated till 120 days.
3] Any Privileged Leave be added for 3 years, and must be used within 3 years, or he had choice to en cash it , if exceed 3 years PL,or can be accumulated upto a limited no of days [say 240 days in all]
No more than 50% of PL be allowed to accumulate. Meaning thereby, a employee must avail 50% of his annual PL, to carry forward balance 50% of leave, once he cross max limit of normal accumulation.

This is also in confirmation with present Labor laws applicable.

All such leave be encasement at the time of his retirement.

Thanks for your valuable suggestions.

But in our case ...

from last 15 years we are using G5 register. But we did not fill up the leave columns (since the workers never gave application for approval of the leaves taken by them).

We simply gave them 30 days Leave Encashment every year.

Now how to fill it up ?
