why we need to submit an copy of suit in consumer court (or in any court) on ledger paper(light green paper)??? i.e. why we use green ledger paper instead of white paper?
and is there any difference between legal paper and ledge paper?

This is more of a practice than a requirement. In fact, Rules of Practice in some forums prescribe white A4 size paper.

It is not the legal requirement that one should use Green paper. Such Green papers are not used in all the Courts. It is being used only in certain Courts.
It is more as per the Court rules in each of the Courts. There is no other significance.

It is not a legal requirement but a practice is some places.
In some states courts accept legal size papers only while in some states courts accept on A-4 size also.

Generally the green color papers (concur paper) are bit thick than the white papers and expected to live longer than the white paper which came into practice, but there is no hard and fast rules about using green color paper only.

yes. it is more of practice ,but not any law.
the longevity of paper as observed by experts could be a reason enough for the practice.
