Tehsildar would issue. Visit his office to know the procedure.
Tahsildars cannot refuse to issue legal heir certificates to siblings of those who die as bachelors or spinsters by citing difficulties involved in ascertaining the genuineness of their relationship, the Madras High Court Bench here has held.

Thank you very much for the reply.I opened the link provided by you. In this link a statement is"When a Government employee and the head of the family expires, the surviving family members such as Spouse, Sons, Daughters has to obtain a certificate which is referred as Family Member or Proper Person Certificate." IS THIS CERTIFICATE ISSUED ONLY FOR THE GOVERNMENT EMPLOYEE?

In states like Karnataka, the Revenue department have stopped issuing legal heirship certificate, hence call on the Tehsildar office in person, clarify the details and other formalities in this regard.
