Legal heir certificate delayed

Hello
Post my mom in law and husband's death, I had applied for a legal heir certificate in 2021, I have not yet received it. The lawyer everytime gives a different reason. I got a suggestion to file writ petition but not sure about it. Kindly guide.

Legal heir certificate is issued by area SDM / Tehsildar, you may approach directly to find out status of your application.

You have to directly approach the concerned revenue department for obtaining the legal heirship certificate and not an advocate.

Is it a legal heir certificate or succession certificate? Ascertain particulars from the lawyer and the authority he has approached/filed application/petition for the said certificate.

Got an update from the advocate that the judge is not ready to sign the legal heir certificate stating that there is no activity done since 3 years. This is really weird.

Yes to me as well, currently I've asked another lawyer is looking into it. I think I need NOC from previous lawyer to proceed, if he doesn't agree to provide NOC the not sure what we should do?
