Legal representative is a person which can be appointed by any person for the purpose of some specific work on his behalf and such a legal representative can be outsider, office assistant etc. etc, whereas the legal heir is a person connected with blood who inherits the rights and liabilities only due to such relation and there is no need of any formal authorization in such person.

Legal representative is a personal representative with legal standing (as by power of attorney or the executor of a will).

Legal heir is the individual appointed by law to succeed to the estate of an ancestor who died without a will.
