sir, pl tell me what is the procedure of holding lien for a permanent central government servant while going from central government to autonomous bodies (on appointment applied through proper channel).? will the person hold lien of 2 years in parent deparment (central government) or till confirmation in autonomous bodies which ever is earlier? if yes, quote the circular no.?
Will the parent department (central govt)continue to keep the employee who has joined autonomous body ON STRENGTH (on roll) till the completion of LIEN ie 02 years or otherwise i.e struck of strength?

it will be 2 years lien in parent department. normally not extended. yes you will be on roll for two years means this post will not be filled also PF etc. for two years have to be deposited by you in parent department.

Since you have applied through proper channel, you will get all the due benefits. You will remain in CCS(pension) rules and will not be governed by new pension scheme. Your past service will also be counted for all purposes. You can retain a lien on your previous post till confirmation on new post or two years which ever is earlier. Your past service will be counted and you will get the pension after attaining the age of superannuation. In your case, your new department will ask to your previous one for payment of your pensionary benefits to your parent department but this will not be paid to you instead by this way your past service will be counted. The payment will be made directly in favour of your parent department. You will get the leave encashment as per rules from your previous deptt.

Your lien will remain intact in your parent department till you are not finally absorbed in the PSU or your lien is not suspended temporarily, if your deputation is for long term basis. The suspended lien is revived on reversion back to the parent cadre of the parent department.
