Lpg gas distributorship eligibility under government and public personnel

I have rare case where both my daughter and son-in-law expired in an accident in year 2009 and they are survived by two minor girls named Akshaya aged 6 years and Shivani aged 5 years. My daughter worked as a teacher in Andhra Pradesh State government and my son-in-law worked as Technician in Doordarshan, central government employee.So I Laxmi Narayana Raju, a retired Lecturer aged 64 years the maternal grand father got appointed as guardian for these minor children by the court of law. Now I would like to apply for the LPG gas distributorship on behalf of minors under the GP reservation for the financial security of these children, Once they become major I will handover the responsibilities to them. So kindly let me know whether I can apply for the LPG distributorship under GP reservation.
If I am not eligible then the parents of my Son-in-law are eligible as dependents?

But when I spoke with Concerned person in HPCL he replied that I am not eligible because both my daughter and son-in-law didn't expried while they are performing duties. They were in service but were not on duty so am I eligible to apply for LPG distributorship.
