Magistrate taking cognizance u/s 498a

Dear Sir,
The FIR u/s 498A was mischieviously closed by police.The victim filed protest and upon hearing and seeing injury reports and other documents the magistrate wrote "that he does not agree with IO , issued summons to accused husband u/s 498A."
What does it mean in legal terms?

It means that the concerned judicial magistrate has reopened the case which was recommended to be closed by the police.
