Main gate door lock change and theft.

sir,
i am the owner of a flat which is lying vaccant in the building having 20 flats.after about a year i went to check my flat and as i put the key in lock i found that the lock has been changed by someone.however i have no evidence or witness to substantiate my case.
1.In such situation what should i do to ensure such things do not happen in future?
2.I could sense that someone is doing mischevious to pressurise me for achieving his ends what should i do from legal perspective?
3.Local Police Station is aware of situation yet not willing to tk any action?

1)Put a suitable alarm system.
2)If U R sure about a particular person, lodge FIR.
3)how do U know that local PS knows the person?

I have registered FIR against a resident of tht building u/s 448...followed by chargesheet..on this issue the SHO himself wants that a compromise (he openly told)must be struck between me and a resident of that building and hence is supporting such mischeifs to happen.

You dont agree for the compromise and drag the inspector also to the higher police official stating that he demanded bribe but when refused, he joined the culprits and threatening you. This complaint will have an effect and impact.

Should it be done by giving in writing?
Sir I can drag inspector but how will I substantiate my point as he has told me verbally.
