Maintenance bill by co-operative society

Dear Expert,
I want to know that can a co-operative society issue a maintenance bill to the occupant?
In one of my matter the society on one hand is not ready to join one flat owner as a member of the society and demanding a huge amount for the membership and on the other hand regularly sent the maintenance bill and collecting the charges from them as an occupant.
is it valid? can society issue a bill and demand the charges from the occupants?
Guide me please.

Sir,
If the member has a registered sale deed and if the member has applied for and paid the society fees, the society can not refuse membership.
In Maharashtra the maximum amount of transfer fee in a CHS is Rs. 25000/- .

He should pay the maintenance as he is using the services.
If the society is asking fee beyond the rules / by-laws approach registrar.

Sir,
Actually society is a maintenance free and collecting a token money of Rs. 50/- from the other members but from my client they are collecting 40,000/- towards the maintenance and after collecting the said amount they are not providing any facilities they providing to the other members.
further they are demanding lakhs of rupees for join my client as a member.
But that is different issue. I just want to know that can a society demand the maintenance and other charges from non-member and/or occupant?

For availing the facilities even a non member is obliged to pay the nominal maintenance charges applicable to non-member category.
If the charges are exorbitant, you may send a notice demanding the reason for this unjustified and exorbitant demand or to quote relevant rule regarding this.
