Maintenance by builder

Hello
I am staying in Ansals Housing Golf Link 1 Greater Noida. The maintenance here is done by a child agency of Ansals which is providing no services. Also the builder got completion & occupancy certificate in 2011-12 but has been charging maintenance much before that date. Can I claim maintenance back for the period before certificate or what should I do. Please provide some help. Should I approach consume frorum or not ?

Sir,
Initially send a legal notice claiming your refund of the amount you have paying to them and if they don't return the money File a complaint against them for not rendering of proper service.

It is a case of 4 years old, your case of claim is time barred.

Sir,
Please explain what is time barred.
Actually we were regularly paying till last year but whenever we use to ask them for some services they were neglecting us.
This situaton is not only with us but the whole society.
Also please tell wether we can go for a case against them to get the work completed. If yes then wether to consumer court or criminal case.
Please if anybody can provide a name of good lawyer who charges nominal fees. PLEASE HELP AS THE SITUATION IS GETTING WORSE DAY BY DAY
