Is there is any provision to charge and collect the maintenance charge by the promoter or builder where no completion certificate will get from the loacal body / authority i.e. corporation or minucipality such as kolkata corporation, kolkata / bally municipality, howrah
Also let me know is there is any interest may charge on the maintenance charge on the defaulter who are fail to clear the maintenance charge.

The issue of paying the maintenance charge depends upon the terms and condition of the Deed of Sale. Receipt nor no receipt of CC is not of much important. The West Benggal Apartment Ownership Act, enacted to check the meance of Promoter Raj in Kolkata is however not much of help on this issue. However the Consumer Forum could be approached nn appropriate case if the vendor is the Developer and he is deficient in service. More details of the case is hence required.
