Maintenance in a building collected monthly

if any one member of the building stops giving maintenance every month,what can the other members do? he says that he he has carried out some work on the terrace n since he has done it spending his own money,he will not give the maintenance till the amt. is recovered from the building.this particular member has done so without informing any other member or even taking the permission for doing so from any member of the building.( there are total 8 flats in the building). is there any legal recourse available to recover the dues?

First clarify the nature of association of the members.
If it is registered under any relevant legislation then you can lodge proper complaint with the Appropriate Authority.
