I'm seeking clarity on property tax obligations for a building under construction in Delhi for two years . No tax was paid during during that two years, prompting a notice. HOWEVER TAX PAID IN current year and onwards when construction completed Are there exemptions or discounts in property tax rates for such properties under Delhi Municipal Corporation Act or circular notifications? Clarification on these provisions will aid compliance and resolve the current notice. Please provide guidance on this matter.

You better consult with MCD office authorities for guidance. I opine they issue notice as per rules in force.

If you own a residential property in Delhi, then you will have to pay property tax to the Municipal Corporation of Delhi. All the properties including the vacant ones which comes under the purview of the body will be charged with the MCD property tax.
253 (viii) Vacant lands and buildings owned by, or vested in, the Corporation but not leased out or rented out, and in respect of which the property tax; if levied, with full tax then an appeal can be filed before MCD accordinlgy to reduce the extent of tax.

What is the content of the Notice? Is it just a demand for tax or alleges any violation?

If you have received a notice from MCD, then it becomes your duty to issue a reply notice either admitting the contents or denying them depending on the circumstances of the notice and your salutation.
Yo may better approach an advocate in the local and try to solve the problem amicably
