Medical treatment

being a govt employee, free medical treatment of mother carried out in a govt hospital. As medical treatment can be availed if parent(s) dependent on employee request if below query can be replied:-
On the date of medical treatment father of employee was drawing pension but did not make any health card for mother. Although both parents reside together but dont go along well.Mother is housewife with no income of her own...Since delay was being done on treatment of mother by father, the son got her treated as his own dependent.whether mother considered a dependent on her son or not in such a case & whether such treatment is as per rules or not?
what is the procedure to follow if mother not dependent in case above i.e. can the expenditure on treatment be returned back as a case of oversight/ignorance of rules to avoid legal hassles at later stages?
