Mental & physical torcher given by landlord

Dear Experts,
My father is a retired small scale businessman of 63 years of age, who has been residing along with his 5 members family in a single rented room with a long floor on 2nd floor in Kolkata for last 31 years.
Now the landlord is trying to evict us fro the aforesaid room. He has disconnected our water supply which was available on the same floor whereas my father had contributed Rs. 2000/- while setting up the water supply system.
He has detached us from our toilet, bathroom, free space on the floor and water supplying tap by given a long wall just 2-3 feet far from our entrance when my father was not in Kolkata. Now the situation is that he has made such an arrangement so that there is 24hrs. water logging in front of our entrance.
When my father & me requested him to make some alternative arrangement for toilet, bathroom and drinking water, then he told us to use the common toilet, bathroom and water tap on the ground floor only with this logic that his floor is being damaged by using toilet, bathroom and water on it. My father again requested that it would be very difficult for a senior citizen like me to make a repeated use of toilet, bathroom, even you have not left any scope of washing utansils on 2nd floor. Then he replied “if you want to stay here then any way you have to tolerate all these.”
For last 3 months, my father reported verbally the same to the club members & our local councilor too but there was no fruitful result. Our councilor sent her assistant to solve the issue by conducting a meeting and his personal visit too. But her assistant commented that he don’t feel that we are facing any problem in such a situation.
In my family there are 6 members (My parents, My elder brother, his wife & their 3 years old baby and me). When my sister-in-law (Vavi) remains alone in the room then being drunked my landlord comes in front of our entrance and starts abusing.
Now, dear experts, what to do in such drastic condition?? Kindly suggest me as we are quite disappointed from our club and councilor too.

You have till now knocked all the wrong doors who could do nothing as it is a legal dispute and the persons or authorities you were rushing in had nothing to do with it.
You have to file a suit for declaration and injunction where you can apply for restoration of water supply along with necessary repairment either at your cost or with the cost of the landlord.
Under the West Bengal Premises Tenancy Act you have all the recourse to redress your grievances.
