Mobile allowence

respected sir i am computer teacher in punjab govt. recently the govt. announce mobile allowance for employees in state for condition that no body switch off their mobile after getting moble allowance.
my qwery is that

1.is it my right to reject mobile allowance.
2. is it possible for me to give written to department that i dont want mobile allowance and pl dont add it to my salary

pl guide me and give suggestion the ways how to refuse mobile allowance

EVEN IF IT IS POSSIBLE YOU CAN NOT ESCAPE FROM THE TERMS OF SERVICE RULE THEY ARE GOING TO IMPOSE.

What the Rule is saying. If it is compulsory allowance or in the alternative the effect of its allowance is compulsory even if you do not accept the same then refusing to take the allowance would be of no help,.

If it is optional provision then there is no difficulty to get it discontinued by making a representation to the concerned authority through proper channel.

If it is part of service condition, then it is mandatory, otherwise not. But in my opinion, this condition is unreasonable. No condition can be imposed if it acted beyond the services hours of an employee.

You must have your Teacher'a Association or Union, who represent your grievousness to the Higher Authority/ Govt.

You represent your throug them , and get it resolve.
If your service condition provide for"no body switch off their mobile " you cannot change it.
If it is optional, you may refuse mobile allowance.

If no union or association to represent you, you can directly write to Govt authority, with reasons thereof, asking them, whether you can be spared from "no body switch off their mobile"


My opinion is that, you have to keep your mobile ON, may be the requirement of Administration, to be in touch with you anytime, or give urgent instructions to you.

Govt employees is employed and paid for 24 hours. His working hours may vary but his duty hours are from midnight to midnight. You probably want mobile phone at Govt cost without giving anything to the Govt. When the telephone connections were rare, then even those officers how got official connection (even now getting) had an obligation to keep it operational. The conditions on the face of it does not at all sound unreasonable.
