Multistorey apartment sharing land to local panchayat

Hello,
I am staying in multistorey apartment with lot of amenities under a Town Panchayat in state of Tamil Nadu. I received a message from one of my neighbours that :
* For any apartment built in the panchayat area, 10% of the land should be given to be accessed by panchayat.
* Again this 10% of the land which is given to the pachayat and to use this land panchayat has to follow certain rules which is described as below:
i. The panchayat can use the land for its public gathering or its activity freely with prior intimation to the association and consent to them.
ii. This land cannot be used randomly and cannot be accessed without any sort of permission prior from the association or building society.
Can anyone explain whether the statement given above true or false?

The statement is totally false.You are advised to go through the Tamilnadu apartment Act.
