Mumbai univrsity wont print my b.a graduation certificate

I was a student of R.D National College, Mumbai. However, I completed my final year(15th 2010-2011) through I.D.E (institute of distance education education) that Mumbai University has to offer. After the exams, i was marked absent for one paper and thus they failed me.
After 2 months, running around between the examination department, rude individuals and several application submissions, they finally found and corrected the paper.
HOWEVER, my results had a RPV status as my college did not submit my leaving certificate on time, but it did later.
I filled up another form known as a deceleration form for my certificate to be printed and submitted all the documents for the same on the 7th of Jan. I was asked to come back after 20 days if at all I don't receive a letter at home asking me to collect my graduation certificate.
IT HAS BEEN WAY MORE THAN 20 DAYS, AND SINCE I DIDN'T RECEIVE A LETTER, I VISITED THE EXAMINATION DEPARTMENT IN KALINA, MUMBAI AND THEY TOLD ME THAT MY GRADUATION CERTIFICATE HAS NOT BEEN PRINTED YET. TO ADD TO THAT, THE INDIVIDUALS WORKING AT THE MUMBAI UNIVERSITY OFFICE WERE VERY RUDE AND LITERALLY DON'T CARE.
I WANTED TO STUDY FURTHER AFTER I GRADUATED BUT I COULDN'T BECAUSE OF A CORRECTION ERROR MADE BY THE UNIVERSITY AND NOW I'M WORRIED ABOUT LOSING ANOTHER YEAR AS MY CERTIFICATE HAS NOT BEEN PRINTER.
PLEASE HELP ME WITH THE SAME? CAN I TAKE SOME LEGAL ACTION?

Dear Stalin,
The universities and educational institutions come under the category of Service Providers. You have paid the fees to avail the services offerred by the University. In that case you become a consumer of the university.
The present case is of deficiency of service as per the provisions of Consumer Protection Act. You can file a consumer complaint in the Consumer Disputes Redressal Forum for suburban Mumbai which is at Bandra (East) near Chetana College.
You can claim compensation for mental agony and harrassment and loss of academic year if you lost any year due to the conduct of university.
The other option is to file a writ petition in the High court. But I would go with the consumer forum option.

i wouldnt advise you to move courts . filing complaint before consumer forum wont get you instant results . complaints before consumer forum take around 2 years to be disposed of
if university has told you to come back after 20 days keep on following it up with them .
find out how long it will take up for printing certificate .
if you dont receive your graduation certificate within 2 months then file complaint before consumer forum as sggested by deepak nair

Wait for 20 days and then file writ petition with claim of huge compensation is the best remedy.

ITS BEEN MORE THAN A MONTH SINE IVE SUBMITTED THE DECELERATION FORM FOR MY GRAD CERTIFICATE AND IVE NOT RECEIVED A LETTER ASKING ME TO COLLECT MY CERTIFICATE. I WAS SUPPOSED TO START MY M.A BUT I COULDN'T DUE TO THIS ISSUE. IVE LOST A YEAR AND IM SCARED I'LL LOSE THIS YEAR TOO!!!
2 QUERIES:
If I file a consumer complaint in the Consumer Disputes Redressal Forum. OR If I file a WRIT in the HC.
WHAT HAPPENS NEXT? HOW DOES IT WORK? WHICH ONE IS MORE EASIER AND WILL BENEFIT ME?
