Municipality tax

Dear sir,
I belong to a distt.of U.P ..and i have 3 shops which i partitioned in 5rooms and give on rent to govt office 7 yrs ago.
Now i have a question that as municipality board charge for house tax and for water tax is same (don't know the method for their calculation)for home in which they supply water.
But a shop which i gave on rent ...is it right to charge 7% of house tax and 7% wwater tax which intotal is 14 % of the annual rent...i dont know that i am right...but right now we have no agrreeement with them...but if we do registered agreement then

7+% of total rent annualy is for stamp
and again 14% to municipality board
...i mean 21% is too much.. I need all urs helpfull opinion ..advice..guidance on this.

Stamp on registration of rent deed is to be paid by tenant whereas u r responsible to pay municipal taxes including water as per local rates.
