Who is your employer, whether he is an individual person or any establishment. If it is an individual, you have to file civil suit for recovery of amount otherwise you have to file case under payment of wages act.

If you have any valid evidence of your employment with the photographer, then only it would be worth, to proceed legally against the employer. Otherwise your persistent request on meeting him only will be helpful.
