My original registry is in sealed builder office

I bought the flat and get it registered. I took the loan from bank. I received the photocopy of my registry and was told that original registry will be submitted to the bank. After this event within a week builder office got sealed by Govt. now after 10 years when I went to pay off my loan and get the registry papers bank said that they never received the original registry papers. I asked bank that why they had not notified me. They accepted the loop hole and agreed to get me the true copy of papers along with bank letter. They are also pushing to get the permission to get access to builder office and get the original papers too.

My query is
1) Is true copy along with bank letter is ok to sale my property
2) Is it possible that using my registry papers builder could have taken loan from some bank
3) what should be my actions

f a bank loses the original title documents you deposited for a home loan, they are obligated to assist you in obtaining certified copies from the registry office and may face penalties, potentially including compensation for the borrower. 
The bank is responsible for helping you get certified copies of the lost documents from the relevant registry office.
If the bank fails to act or if you are not satisfied with their response, you can file a complaint with the Consumer Forum, as this is considered a service deficiency.

No. Without your signature, the bank cannot sanction the loan.

Bank cannot take advantage of your documents, when you donot agree.
True copy duly certified by concerned Sub-registrar is as good as original but cannot substitute original.

Your concerned is genuine and a fraudulent loan could have been raised.

It is govt bank?

It is private bank HDFC I have taken loan from there, they are agreeing there faulty of not collecting document from builder and even not notifying the same to us. They are trying to get access to sealed building to recover the paper and in the mean time to get the true copy of property.
